Proposed: a documented proposal exists. Under study: a documented review is underway. Approved or funded: an authorizing decision or funding action is recorded. In progress: implementation is documented. Completed: the stated deliverable is verified. Partly completed: only specified parts are verified. Changed or discontinued: a documented decision explains the change.
